Restitution in FCPA Cases: Who Is a Victim of Foreign Corruption?

Investigations of FCPA violations have been a big part of white-collar practice in recent years. Central to defending the targets of FCPA investigations is finding a path to a fair and final resolution.  If the resolution includes a guilty plea, one of the many issues that arises is  restitution to victims of the foreign corruption.
