In the mid-1990s, as part of its efforts to overhaul the Internal Revenue Service and provide increased protections to taxpayers, Congress passed the Taxpayer Bill of Rights 2. Among other things, the legislation directed the formation of the Taxpayer Advocate Service (“TAS”) and directed the National Taxpayer Advocate to issue an annual report to Congress summarizing the ten most significant problems encountered by taxpayers during the preceding year and making administrative and legislative recommendations to mitigate those problems.
